The Russian and French governments have told India that they could announce their nuclear investments before the American Congress ratifies the 18 July Indo-US civilian nuclear agreement.
Diplomatic sources said that the French, who have been in contact with the Bush administration and nuke lobby groups, have got firm indication that the US is serious about pushing through the agreement.
During French president Jacques Chirac's visit in February, the French position will be clear, but they have already commenced pushing India
