France wants India as full NPT member

In talks with prime minister Manmohan Singh, visiting French president Jacques Chirac favoured India to join the NPT regime as a declared nuclear weapons' state.
But in return, Chirac said India must fulfill all the NPT obligations, especially since proliferation by rogue states was taking new and dangerous dimensions, in addition to nuclear security threats posed by non-state actors.
