India, Russia looking to boost nuclear cooperation

2006-03-17 New Delhi: India wants to step up cooperation in the nuclear sphere with Russia, Prime Minister Manmohan Singh said Friday.

Russia has declared energy security the No. 1 issue for its presidency of the Group of Eight leading industrialized nations, Singh said, adding that increased cooperation would help boost nuclear energy in India. He said India and Russia would use the opportunity to advance bilateral cooperation in civilian programs.

Singh said the Kudankulam nuclear power plant being built in the southern province of Tamil Nadu with help from Russia was only a pilot project. He earlier said the plant would be commissioned in 2007 or 2008.

Singh also thanked Russia for meeting New Delhi's request for nuclear fuel supplies to its Tarapur-1 and Tarapur-2 nuclear power plants, suffering uranium shortages.

Russian Prime Minister Mikhail Fradkov, currently on an official visit to New Delhi, said Thursday that Russia would supply the fuel, adding the supplies were in the two countries' interests and did not contradict international commitments.

In early March, the United States agreed to share nuclear technology and fuel with India, which has not signed the Nuclear Non-Proliferation Treaty, the main tool in international disarmament efforts. India in return pledged to separate its military and civil facilities and open nuclear power plants to UN inspections. The deal, yet to be formalized, is said to be crucial to India's booming economy.
