26 August 2005: It is more or less clear that the G-4 will be disbanded by December because it is not serving to get India, Germany, Japan and Brazil permanent membership in the UN Security Council, and in preparation of this, India is commencing its own efforts to get into the UNSC.

As part of this project, India will revive a $600 million loan package for African and Latin American countries such as Nigeria, Tanzania, Uganda, Kenya, Mozambique, Botswana, Madagascar, Ghana, Ivory Coast, Columbia, Peru, Ecuador, Chile, and Argentina.

The aid which will flow in several phases is also earmarked for three other undecided Africa states and a few Central American countries like Nicaragua, El Salvador, Honduras, Haiti and Cuba.

While India assists Africa economically and with technology to protect the environment, it has realised the value of aid diplomacy after the African National Union recently passed a resolution in the context of UN reforms, saying that India has a poor record of aid distribution while its traditional and political relations are excellent.

China and Japan are both ahead in giving aid in Africa, and India has to catch up there to make a difference, and in Latin America, it seeks to expand its bilateral relations to cover energy security and scientific and economic cooperation.
