The banned insurgent oufit ULFA today ruled out declaration of ceasefire ahead of its proposed talks with the government. "There is no question of a ceasefire as operations against us are on," ULFA chairman Arabindo Rajkhowa said in an e-mail addressed to media organisations here.

The ULFA leader condemned Army operation against the outfit in Upper Assam's Dibru Saikhowa reserve forest and demanded immediate withdrawal of troops from the area.

Rajkhowa said that the two ULFA cadres, Achinta Saikia and Ms Janwi, who were shot dead yesterday by the Army in in a forest area, died as heroes as they did not surrender to the forces.

"They were holed up inside the jungle and died out of starvation which is gross violation of human rights," Rajkhowa said.

The ULFA leader said that earlier in 1990 when the outfit's vice-chairman Pradip Gogoi had gone overground with the message for talks, he was arrested, while another top leader Hirakjyoti Mahanta was brutally killed.

The ULFA chairman's statement comes in the wake of Assam Chief Minister Tarun Gogoi's request to the Centre to declare ceasefire and urging the outfit to reciprocate ahead of the proposed talks.
