Burma is very likely to be referred to the United Nations Security Council for sanctions and possibly military intervention following a UN rapporteur, Paulo Sergio Pinheiro
In the summer, Russia and China blocked a US-European Union move to sanction Burma from the UN Security Council, with the threat of veto, and the ASEAN then intervened to assure some movement on democracy in that military-ruled country, but by July, it failed, and facing the threat of a Western boycott, the Myanmarese junta was persuaded to relinquish its rotational ASEAN chairmanship for 2006.
Earlier this month, the US secretary of state, Condoleezaa Rice, requested the UN general secretary, Kofi Annan, to place the Burmese question before the General Assembly, even though it was not listed, who said that that would be possible only after the rapporteur
