India-Russia to co-operate in 2nd light water nuclear reactor2005-12-09 Russia has agreed to set up a second light water reactor with one thousand megawatt capacity and cooperate with India on the nuclear energy sector in a big way without waiting for US approval.Russia has said that since India has signed an agreement with the United States, Moscow can go ahead with project negotiations with India since it is merely a formality for both India and America to conclude the agreement. But the proviso is that the Indo-Russian nuclear framework agreement will not cover the projects discussed between prime minister Manmohan Singh and president Vladimir Putin recently. Until the ratification of the 18 July Indo-US agreement, these will be marked to Putin's special projects directorate, which only he is authorised to advance on a case-by-case basis. Russian companies will be authorised to negotiate with the Indian government and PSU's, but only after approval from the Russian national security council and the president's office. Diplomats said that since the former foreign minister, Igor Ivanov, is heading the Russian NSC, and he has a very good equation with the Indian leadership, these special projects should be conceivably cleared on a fast track basis. But it all depends on India's ability to clear the 18 July agreement with the US Congress, otherwise diplomats warn that the Russian nuclear deals would fall through. Sponsored Links
